Heard learned counsel for the petitioner and learned Government Pleader for Education (AP).

The grievance of the petitioner is provision of employment on compassionate grounds due to death of her husband. The husband of the petitioner was a teacher in the service of State of Andhra Pradesh. All service grievances including employment on compassionate grounds of State of Andhra Pradesh have to be agitated before Andhra Pradesh Administrative Tribunal constituted under the Administrative Tribunals Act, 1985 (for short 'the Act'). As held by the Hon'ble Supreme Court in L. Chandra Kumar Vs Union of India1, the Administrative Tribunal is the Court of first instance, the aggrieved person has to invoke the jurisdiction of Administrative Tribunal.
