HON'BLE SRI JUSTICE ABHINAND KUMAR SHAVILI WRIT PETITION No. 41462 of 2015 ORDER:
This writ petition is filed seeking a writ of mandamus to declare the action of respondents in not regularizing the services of the petitioners, though they have been working for the last five years without any break, as illegal and arbitrary. A consequential direction is also sought to the respondents to regularize the services of the petitioners in Adult Education Department or in any other Government Department duly taking into consideration their service and experience.

Heard Sri K.R. Srinivas, learned counsel for the petitioners, and learned Government Pleader for Education (Telangana) appearing for the respondents.

It has been contended by the learned counsel for the petitioners that the petitioners were appointed as Mandal Coordinators on temporary/contract basis on monthly payment of Rs.6,000/- on various dates during the years 2010-2014 in Adult Education Department. The petitioners made representations dated 16.12.2011 and 22.09.2014 to the respondents seeking regularization of their services, but so far the respondents have not passed any orders thereon.

Learned Government Pleader for Education has contended that since the petitioners were appointed as Mandal Coordinators under Adult Education Department & Saakshar Bharat Programme on contractual basis, the question of regularizing their services would not arise.

This Court, having considered the submissions made by the parties, is of the considered view that without expressing any opinion on merits, the writ petition can be disposed of with a direction to the respondents to pass orders on the representation of the petitioners. 5.
Accordingly, the writ petition is disposed of, directing the respondents to consider the representation of the petitioners dated 22.09.2014 and pass orders thereon within a period of eight (8) weeks from the date of receipt of a copy of this order. Consequently, miscellaneous petitions if any pending in the writ petition shall stand closed.
