Heard Mr.Siva for petitioner and learned counsel appearing for respondents.

Mr.Siva having regard to the passage of time from the date of filing of writ petition till date and keeping in view the expression employed in Circular dated 10.03.2003 confines his submissions to grant liberty to respective Banks to inform in writing to the Apex Bank as and when a proposal pursuant to or under circular dated 10.03.2003 is sent by the Apex Bank, the Apex Bank may be directed to consider written objections of respective Banks and act in accordance with law.

I have perused the circular dated 10.03.2003. Through the circular an option is given to assess the requirement and identify the number of staff required cadre wise to be deputed by Apex Bank to DCCBs. Without expressing a view on merit, the request of petitioner is considered and accepted. Therefore, as and when the staff is sought to be sent from Apex Bank to DCCBs and if DCCBs have objection to such deputation, they are given liberty to inform the reasons in writing and the reasons required to be considered by Apex Bank in accordance with law before deputing staff from Apex Bank to DCCBs.

With the above observation, the writ petition is disposed of. Learned counsel representing the respondents do not object to the course adopted for disposal of the writ petition. Miscellaneous petitions pending, if any, shall stand closed. ___________ S.V.BHATT,J Date:09.02.2017 Stp
