THE HONOURABLE SRI JUSTTCE B. VIJAYSEN REDDY ORDER: (ORAL) .

This writ petition is filed by the petitioner seeking to declare the action of respondent Nos.2 and 3 in not considering his representation dated 02.08.2025 for issuance of e-pattadar passbook in respect of the land admeasuring Acs.l-O5 guntas in survey No.34 situated at shivampet village and Mandal, Medak District, as being illegal and arbitrary.

Heard Mr. M. sridhar Dayal, learned counsel, representing Mr. M. Raju, leamed counsel for the petitioner, and Mr. L. Ravinder, learned Assistant Government pleader for Revenue, appearing for respondents.

It is submitted that pattahas been issued to the brother of the petitioner, by name, Mr. Dontharaboina Kumar vide patta No.630969 in respect of the subject land. The petitioner approached respondent Nos.2 and 3 and submitted representation dated 02.08.2025 requesting them to issue e-pattadar passbook in

W.P. No.25632of 2025 Dated29.08.2025 respect of the subject land, as General Power of Attorney (GPA) holder of his brother, Mr. Dontharaboina Kumar' 4.

Learned Assistant Government Pleader for Revenue submitted that the petitioner does not have any title to the property and he being the GPA holder cannot be issued e-pattadar passbook' In any case, the brother of the petitioner should file online application under Rule 5 of the Telangana Bhu Bharati (Record of Rights in Land) Rules 2025.

Learned counsel for the petitioner submitted that the brother of the petitioner is not maintaining good health, as such, the petitioner is constrained to apply for e-pattadar passbook in the capacity of GPA holder. [n any case, the application will be filed in appropriate format in the name of his brother, Mr. Dontharaboina Kumar, as per the provisions of the Telangana Bhu Bharati (Record of Rights in Lands) Act2025' t

6. In view of the above, the writ petition is disposed of, directing the petitioner to submit online application for issuance of e-pattadar passbook rl SP".t of the land admeasuring Acs.l-05 I I I I I I I

W.P. No.25632 of 2025 Dated29.08.2025 guntas in Survey No.34 situated at Shivampet village and Mandal, Medak District. On such application being filed, respondent Nos.2 and 3 shall consider the same, by issuing notice to the petitioner, his brother Mr. Dontharaboina Kumar, and all other concerned/interested persons, and pass orders, in accordance with law, by affording opportunity of hearing to them, within a period of sixty (60) days from the date of receipt of a copy of this order. There shall be,no order as to costs.

As a sequel thereto, miscellaneous applications, if any, pending in the writ petition stand closed.
