This Writ Petition is filed challenging the inaction of 3rd respondent in not disposing the Appeal dt.10-10-1992 filed against order dt.12-08-1992 of 4th respondent.

Since the petitioner has approached this Court by filing this Writ Petition twenty four years after the said appeal was filed, on the ground of laches, this Writ Petition is dismissed. No costs. As a sequel, the miscellaneous petitions pending, if any, shall stand closed.
