This Writ Petition was filed in 2003. With the passage of time, the petitioner seems to have lost interest in prosecuting this petition further and hence, no one is coming forward to work it out on merits. We are therefore constrained to dismiss this Writ Petition for non-prosecution. Order accordingly.
