The prayer is against inaction in enquiry into the complaint, dated 22.9.2013, as illegal and unconstitutional.

The Assistant Government Pleader for Home firstly denies that a complaint as stated in the affidavit is received and secondly submits that on receiving the xerox copy of the complaint, General Diary entry is made and the petitioner is not available or cooperating for taking up further investigation in the matter. He finally submits that if the petitioner approaches the 3rd respondent with a copy of complaint and also the postal acknowledgment, the 3rd respondent will act in the matter in accordance with law on the complaint of petitioner.

The statement is placed on record and accepted. 4.
The Writ Petition is disposed of by this order. The petitioner is given liberty to re-submit the copy of complaint, dated 22.9.2013, postal acknowledgment, dated 21.10.2013 and a copy of this order to the 3rd respondent within four weeks from today. The 4th respondent is directed to enquire into and act in accordance with law and complete the investigation as expeditiously as possible preferably in two months. No order as to costs. 5.
