This is a premature writ petition filed under Article 226 of the Constitution of India, challenging the Proceedings/Lr.No. H-1/12126/08, dated 23/06/2008 passed by the third respondentCommissioner of Labour, under apprehension. But whereas the impugned proceedings do not indicate dispossession of the petitioner. It is only to enquire into the matter and to submit the report with regard to the service and encroachment by the concerned authorities.

2. This writ petition is devoid of merits and the same is dismissed, as no cause of action arises to presume that there is a threat of dispossession. However, the petitioner is at liberty to take appropriate steps, as and when the threat by way of separate orders is passed by the respondents.

3. As a sequel, miscellaneous petitions if any, pending in this writ petition shall stand closed.
