The case of the petitioner is that while promoting his juniors vide order dated 07.07.2018 as Inspectors of Police, he was ignored. When a list was drawn declaring persons included therein as fit to be promoted as Inspectors of Police and when petitioner's name was not reflected in the said list, he filed his objections. However, ignoring those objections, without including the name of the petitioner in the promotion list, his juniors were promoted.

According to learned counsel for the petitioner, the said promotion orders were issued just before retirement of the petitioner. After the order of retirement of petitioner, he made representation dated 22.12.2017 and further representation dated 13.07.2018. Alleging inaction on the said representations, this Writ Petition is filed.

The facts on record would disclose that earlier petitioner was under punishment of postponement of two increments with cumulative effect and during subsistence of the said punishment, he was ignored for promotion and his juniors were promoted. Subsequently, petitioner succeeded in declaring the said punishment as illegal. Thereafter, though he was granted promotion, he was not granted the consequential benefits. These are all matters for the appellate authority to consider and pass

appropriate orders by duly examining the claim of the petitioner as ventilated in his representations, dated 22.12.2017 and 13.07.2018.

Having regard to the same, without expressing any opinion on the merits of the case, the Writ Petition is disposed of directing the Inspector General of Police, West Zone, Hyderabad, the 3rd respondent, to examine the claim of the petitioner as ventilated in his representations, dated 22.12.2017 and 13.07.2018, and pass appropriate orders as expeditiously as possible preferably within a period of four weeks from the date of receipt of a copy of the order. No costs. Pending Miscellaneous Petitions, if any, shall stand closed.
