This writ petition is filed challenging the order in Memo No.CE(M)/GHMC/TA-II/K10/2017-18/361, dated 02-06-2017 , wherein the petitioner was debarred from participating in the tender works proposed by the respondent-corporation for a period of one year.

Learned counsel for the petitioner attacks on the impugned order as it amounts to blacklisting the petitioner without affording an opportunity of hearing to the petitioner, which is in violation of principles of natural justice. Heard Sampath Prabhakar Reddy, learned Standing Counsel for respondent-Corporation, who could not dispute the assertion made by the petitioner that no notice issued to the petitioner before passing the impugned order, which is in violation of principles of natural justice. In view of the same, impugned order is set aside. It is open for the respondents to take appropriate action after issuing notice to the petitioner. Accordingly, the writ petition is allowed to the extent indicated above.
