Heard both sides.

Even the petitioner is not a party to the Section 6-A proceedings before the learned Collector (CS), Ranga Reddy District, once he is a third party he cannot maintain the appeal much less with delay condonation application to pass the impugned order by the learned District Judge, thereby the impugned order is set-aside and unnumbered appeal pending before the District Judge is rejected, without prejudice to the right of the petitioner, to file proper application before the appropriate authority or Court of law.

Accordingly and in the result, the revision is allowed. Consequently, pending miscellaneous petitions, if any, shall stand closed.
