As no other Counsel has entered appearance on behalf of the petitioner, both the Writ Petitions are dismissed for non-prosecution. The question of law, referred for our opinion, is left open to be examined in appropriate legal proceedings. Miscellaneous Petitions pending, if any, shall also stand dismissed. No costs.
