Sri L. Prabhakar Reddy, Learned Counsel for the petitioner seeks permission of this Court to withdraw the Writ Petition. A letter dated 11.11.2019 is filed to that effect. Permission as sought for is accorded.

Accordingly, the Writ Petition is dismissed as withdrawn. However, there shall be no order as to costs. The miscellaneous petitions pending, if any, shall stand closed.
