Petitioner has filed this Writ Petition challenging the action of the respondents in depriving the petitioner of appointment as Junior Plant Attendant pursuant to the Notification issued on 02.02.1999.

Prima facie, there are unexplained latches on the part of the petitioner for 17 years.

Therefore, this Writ Petition is dismissed on the ground that it is barred by latches. There shall be no order as to costs. Consequently, miscellaneous Petitions pending if any, shall stand closed.
