Accordingly, the appeal is dismissed as withdrawn in terms of Circular No.3 of 2018 dated 11.07.2018. The questions of law are left open. In case it is found that the case falls within the exception, liberty is given. The miscellaneous petitions, if any, pending shall stand closed. No costs.
