Learned counsel for the petitioner as well as the learned Standing Counsel appearing for respondents submit that the issue raised in this writ petition is squarely covered by the order of this Court in W.P.No.41621 of 2015 dated 12.09.2019.

In view of the above submission, this writ petition is allowed in terms of the order of this Court in W.P.No.41621 of 2015 dated 12.09.2019. There shall be no order as to costs.

Pending miscellaneous petitions, if any, shall stand closed. Copy of the order dated 12.09.2019 in W.P.No.41621 of 2015 be annexed to this order.
