Petitioner claims that he is a landless poor and assigned land to an extent of Ac.1-87 cents in Sy.No.476-1A/1, Ac.1-12 cents in Sy.No.2B/1, Ac.0-31 cents in Sy.No.476-2A/1, of Bairupalli Village, and DKT patta was granted. Petitioner applied for issuance of pattedar pass books and title deeds. Though the pattedar pass books are prepared, the VRO is not handing over them to the petitioner, causing lot of hardship and suffering. Aggrieved by the deliberate inaction on the part of the VRO, a representation was made to the Sub-Collector, Madanapally (2nd respondent) on 21.03.2016. The Sub-Collector instead of looking into the grievance of the petitioner, in-turn entrusted it to the VRO and inspite of the said endorsement, so far the pass books and title deeds are not issued.

Having regard to these submissions, the Court is not inclined to enter into the merits of the case at this stage. It is suffice, if a direction is issued to the Sub-Collector to examine the claim of the petitioner as ventilated in his representation dated 21.03.2016 and to take corrective steps, if without any justification pattedar pass books and title deeds are kept with the VRO and also to take suitable action, as warranted by law, against the erring official, if such action was deliberate and wilful. If there is any valid reason for not handing over the pattedar pass books and title

- 3 - deeds, the same shall be informed to the petitioner by a reasoned order. The entire exercise shall be completed within a period of six

(6) weeks, from the date of receipt of copy of this order. There shall be no order as to costs.

Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
