Petitioner was appointed as Forest Beat Officer. She was deputed for training in the Telangana State Forest Academy, Dulapally, and has undergone training from 06.04.2015 to 30.09.2015. In the batch where she has undergone training, she secured top merit and was awarded 'Topper of the Batch'. Armed with this award granted to petitioner, she submitted representations, latest being dated 10.07.2018, requesting to grant promotion in accordance with Rule 3 of the Telangana State Forest Subordinate Service Rules, 2000 (for short, 'the Rules'). Rule 3 of the Rules enables granting promotion to Forest Beat Officer as Forest Section Officer, if the Forest Beat Officer stands first in the final examination conducted by the Forest Academy bypassing the seniors, subject to his/her fitness and qualification for promotion.

Having regard to the provision in Rule 3 of the Rules, the Writ Petition is disposed of directing the respondents to consider the representation, dated 10.07.2018, submitted by the petitioner and pass appropriate orders as warranted by law within a period of six weeks from the date of receipt of a copy of the order or at any rate before filling up the vacancies.
