THE HON'BLE SRI JUSTICE P. NAVEEN RAO WRIT PETITION No.4922 OF 2017 ORDER:

As per the averments made in the affidavit filed in support of the Writ Petition, pursuant to 2013 Recruitment Notification in Mahabubnagar District, the petitioner was selected but was not appointed and is working as Home Guard as of now. The grievance of the petitioner is that he should have been appointed as Security Guard, as per his merit. It appears that the petitioner was assigned Rank No.19 in the selections conducted in Mahabubnagar District and though there are vacancies, he was not appointed. The petitioner now contends that recruitment notification is issued to fill up a large number of vacancies of Security Guard in Khammam District and no such recruitment should be made until the petitioner is appointed as Security Guard in Mahabubnagar District or uniform selection process is taken up in all the Districts simultaneously.

It is not in dispute that each District is an independent unit for the purpose of filling up the post of Security Guard. The petitioner was subjected to selection process of the vacancies notified in Mahabubnagar District and it appears that he was shown at Serial No.19 as against 20 vacancies of Security Guard as notified. The petitioner is not challenging his non-selection as Security Guard. When District is a unit and separate notification is issued for the concerned District, the petitioner cannot question the said notification, merely on the ground that selections should

be taken up in all Districts simultaneously. Therefore, I see no merit in the Writ Petition and the same is liable to be dismissed. 3.

The Writ Petition is accordingly dismissed in lumini. There shall be no order as to costs.

Miscellaneous Petitions, if any, pending in this Petition shall stand closed.
