Petitioners are working as Municipal Assistant Engineers and Deputy Executive Engineer respectively. The grievance of the petitioners is against initiation of disciplinary proceedings by serving charge memo on 24.06.2016, keeping the disciplinary proceedings pending and not considering the petitioners for promotion with respect to the post for which they are eligible. 3.
Learned counsel for the petitioners contend that for no fault of the petitioners, disciplinary proceedings are kept pending for long time. Learned counsel further contends that after submission of explanation, there is no progress in the enquiry. 4.
If what is contended by learned counsel for the petitioners is true, then the action of the respondents in not concluding the disciplinary proceedings even after 10 months of service of charge memo is not appreciated.

However, since the disciplinary proceedings are pending, the 2nd respondent is directed to conclude the disciplinary proceedings, as expeditiously as possible, preferably within a period of four (4) months, from the date of receipt of copy of this order. The 2nd respondent shall observe all stages of enquiry that is required to be conducted as mandated by the Andhra Pradesh Civil Services (CCA) Rules, 1991 and conclude the disciplinary proceedings. For any reason disciplinary proceedings are not concluded, not
attributable to the petitioners, they shall be considered for promotion taking due note of the inordinate delay and the orders of the Government in G.O.Ms.No.257 dated 10.06.1999. 6.
With the above directions, the writ petitions are disposed of. There shall be no order as to costs.
Miscellaneous petitions, if any, pending in these writ petitions shall stand closed.
