Learned counsel for the petitioners submits that the petitioners would be satisfied, if directions are issued to respondent Nos. 3 and 4, to consider the petitioners' representation dated 27.12.2014, without examining the merits of the case.

Hence, we dispose of this writ petition by the following order:

"Respondent Nos.3 and 4 shall consider and decide the petitioners' representation dated 27.12.2014, on merits, in accordance with law, expeditiously.

It is made clear that we have not examined merits of the representation and we hope and trust that respondent Nos. 3 and 4 shall consider and decide the petitioners' representation, uninfluenced by this order."
