THE HON'BLE SRI JUSTICE CHALLA KODANDA RAM Writ Petition No.4438 of 2015 ORDER:
The present writ petition is filed questioning the action of respondents 2 to 4 in rejecting the application of the petitioner without following the mandatory rules envisaged under various Government Orders, including G.O.Ms.No.5, dated 08.08.2014. Heard learned counsel for the petitioner and learned Government Pleader for the respondents.
Prima facie, the writ petition is misconceived. The endorsement made through mee-seva by the Tahsildar, Manopadu Mandal, dated 06.12.2014, reads as under:
"Your application dated 22/8/2014 for INTEGRATED CERTIFICATE was examined.
After enquiry your request is not considered due to the following reasons and hence rejected.
REASONS:
Not enclosed any documents hence rejected"
A perusal of the same would reveal that the petitioner has not enclosed the necessary documents as required for issuance of the Caste Certificate, and in particular, he has not submitted the application in the prescribed proforma, vide G.O.Ms.No.5, dated 08.08.2014. Hence, as and when an application is made to the "Competent Authority", as prescribed, necessary orders shall be passed and necessary steps shall be taken by the competent authority.
The writ petition is accordingly closed. There shall be no order as to costs.
The miscellaneous petitions filed in this writ petition shall also stand disposed of.
