Heard Sri J. Satya Prasad, learned counsel appearing for the petitioner and the learned Government Pleader for Higher EducationR.1 to R.3.

2. The petitioner is a Lecturer in the 4th respondent College and presently, she is in-charge of the post of the Principal (FAC) of the same college. Earlier, she filed WP No.30758 of 2011 challenging the action of the respondents in not considering her case for promotion to the post of Principal in the 4th respondent College. It was contended by her that she possessed the requisite qualifications as per UGC guidelines and fulfilled all the eligibility criteria to be appointed as a Principal. In the said writ petition, an order was passed by this court on 02.04.2012 directing the respondents to consider the case of the petitioner for promotion to the post of Principal. Since the order was not complied with, the petitioner filed Contempt Case No.2016 of 2012.

In the said contempt case, it was submitted by the respondents that the case of the petitioner would be considered after retirement of the then Principal, who was due to retire from service in the month of February, 2014. It is submitted by the petitioner that for filling up of the post of Principal in the 4th respondent College, Departmental Promotion Committee (DPC) was constituted and the Committee met on 30.01.2015 and the petitioner's name in the DPC was shown at Sl.No.1 along with two other candidates. In the said meeting, the Chairman of the DPC raised certain objections and allegations against the petitioner to consider her case for promotion as a Principal.

DPC was adjourned for two months. The grievance of the petitioner is that even though two months have been elapsed, meeting of the DPC was not held and no decision is taken regarding appointment of the petitioner as Principal of the 4th respondent-College.

Having regard to the facts and circumstances of the case, without going into the merits of the case, the respondents are directed to convene the meeting of the DPC within a period of four weeks from the date of receipt of a copy of this order and pass final orders with regard to appointment of the petitioner to the post of Principal of the 4th respondent College, in the said meeting.

4. The writ petition is accordingly disposed of at the stage of admission. Pending miscellaneous petitions, if any, in this writ petition, shall stand closed. No order as to costs.
