NAGI REDDY presented this writ petition under Article 226 of the Constitution of India praying that in the circumstances stated in the Affidavit filed herein the High Court may be pleased to issue an appropriate writ order or direction more one in the nature of WRIT OF MANDAMUS declaring the action of respondents 4 to 6 in not issuing No Objection Certificate to the petitioner college as required by 2nd respondent for submission of application to the 3rd respondent for grant of recognition for additional intake in the existing D.E1.Ed Course for the academic year 2016-2017 as illegal, arbitrary and in violation of Article 30 of the Constitution of India, and consequently direct the respondents 4 to 6 to issue No Objection Certificate to the petitioner college as required by 2nd respondent for submission of application to 3rd respondent for grant of recognition for additional intake in the existing D.E1.Ed course for the academic year 2016-2017.
AND WHEREAS the High Court upon perusing the petition and affidavit filed herein and upon hearing the arguments of Sri Y. NAGI REDDY Advocate for the Petitioner, directed issue of notice to the Respondents herein to show cause as to why this writ petition should not be
admitted in the circumstances set out in the petition and the affidavit filed in Writ Petition;
