Constitution of India and consequently direct Respondents herein to issue Pattadar Pass Book and Title Deeds to the Petitioners herein in respect of their above properties along with financial assistance under the Ryothu Bandhu Scheme in terms of 1B extract and pass such other orders or order as this Hon'ble Court may deem fit and proper in the circumstances of the case.'

Perusal of the record reflects that all the three petitioners were issued pattadar pass books under the Telangana Rights in Land and Pattadar Pass Books Act, 1971, in relation to the subject lands. Learned Assistant Government Pleader for Revenue, State of Telangana, would inform this Court that the pattadar pass books are still holding the field and have not been cancelled as on date. That being so, it is not open to the Tahsildar to remain somnolent upon the request of the petitioners to issue them e-patta pass books as per the policy of the Government of Telangana. The writ petition is accordingly disposed of directing the Tahsildar, Khammam Urban Mandal, Khammam District, to take appropriate action on the petitioners' request for issuance of e-patta pass books in relation to the subject lands as per their representation dated 10.07.2018 expeditiously and in any event, not later than four weeks from the date of receipt of a copy of this order.
