Learned counsel for the petitioner as well as the learned Standing Counsel for the respondents submit that the issue raised in this writ petition is squarely covered by the order of this Court in W.P.No.12156 of 2007 dated 16.09.2019.

In view of the above submission, this writ petition is disposed of in terms of the order of this Court in W.P.No.12156 of 2007 dated 16.09.2019. There shall be no order as to costs.

Pending miscellaneous petitions, if any, shall stand closed. Copy of the order dated 16.09.2019 in W.P.No.12156 of 2007 be annexed to this order.
