Heard learned counsel for the petitioner and learned Government Pleader for Finance & Planning for respondents 1 and 2.

Petitioner claims that he is appointed as computer operator in the year 2005 and has been working in the office of the District Collector, Guntur in the State of Andhra Pradesh. His grievance is that by virtue of proceedings dated 01.07.2016 he is not continued and is not paid the pay and allowances. The grievance of the petitioner is against the District Collector, Guntur District, in the State of Andhra Pradesh. The grievance regarding noncontinuation of his service and not paying the pay and allowances, petitioner has to invoke the jurisdiction of Andhra Pradesh Administrative Tribunal constituted under the Administrative Tribunals Act, 1985. As held by the Hon'ble Supreme Court in L. Chandra Kumar Vs Union of India1, the Administrative Tribunal is the Court of first instance to adjudicate the service grievance concerning employment in the State of Andhra Pradesh. 3.

Thus, the Writ Petition is dismissed granting liberty to the petitioner to avail the remedy provided under the Administrative Tribunals Act. Pending miscellaneous petitions, if any, shall stand closed.
