Habeeba Khatoon D/o Gulam Dawood Khan Aged about 27 years OccStudent R/ o H No 117/1 Fasalwadi Sanga Reddy Mandal Medak District T S Petitioner And The State of Telangana Rep by its Chief Secretary Secretariat Buildings Hyderabad & others Respondents The Court made the following:

ORAL ORDER:

Heard learned counsel for petitioner, learned Government Pleader for first respondent and learned standing counsel for Telangana State Public Service Commission and with their consent the writ petition is taken up for disposal at the admission stage.

2.

Petitioner is one of the candidates applied for the post of Child Development Project Officer/ Additional Child Development Officer pursuant to notification No. 50 of 2017 dated 13.9.2017. Petitioner claims that she possess Masters Degree in Arts (Political Science) and while prosecuting the Masters Degree, she has also specialized in Sociology, therefore she is having higher qualifications than graduation with specialization in Sociology, as such, the qualification possessed by her should be treated as valid qualification to make her eligible to compete in the recruitment process initiated by TSPSC. 3.

It is seen from the recruitment notification that the qualification required is Bachelors Degree in Home Science or Social Work or Sociology of any University. Admittedly petitioner does not have the qualification prescribed. Merely because petitioner possess Post Graduation in Political Science with specialization of Sociology as part of such Post Graduation Course, cannot seek to contend that she possess the qualification as required by the recruitment notification. It is also apparent from recruitment notification that except requiring to possess the degrees mentioned therein, notification does not recognize any other qualification higher or equivalent, as the case may be. Thus, candidate who does not possess qualification of Degree in Home Science or Social Work or Sociology is not eligible to participate in the selections, as such prayer sought in the writ petition cannot be granted. Accordingly, the writ petition is dismissed. No costs. Miscellaneous petitions, if any pending, are closed.
