Heard learned counsel for the petitioner and learned Government Pleader for Women Development & Child Welfare Department.

Petitioner is working as Senior Assistant in the office of Child Development Project Officer, Utnoor in Adilabad District.

Consequent to lifting of ban on transfers, the department has taken up transfer exercise. Petitioner applied for transfer to Karimnagar. The grievance of the petitioner is that even though she has completed more than five years of service in the present place of posting and was entitled for transfer as per the choice given by the petitioner, the request was not considered and she is retained at the same place causing lot of hardship and suffering. 3.

According to learned counsel for the petitioner the Association has submitted representation on 29.06.2018, on behalf of the petitioner requesting to consider the transfer as per the option given by the petitioner, but the said representation is also not acted upon causing lot of hardship and suffering. 4.

Learned Assistant Government Pleader points out that now there is ban on transfers and no request for transfer can be considered. Petitioner now cannot seek for transfer merely on the ground that option exercised by the petitioner was not acted.

Apparently, petitioner has not ventilated her grievance. The Association cannot represent the individual grievance of employees. At any rate now there is ban on transfers. Thus, at this stage, direction cannot be issued as sought for by the petitioner to transfer or direction to consider the request made by the Association on behalf of the petitioner.

Thus, leaving it open to the petitioner to make appropriate application as and when ban on transfers is lifted, the Writ Petition is disposed of. Pending miscellaneous petitions, if any, shall stand closed.
