Disciplinary proceedings were initiated against the petitioner vide charge memo dated 18.12.2015. Petitioner filed her explanation to the said charge memo. Not satisfied with the explanation submitted by the petitioner, enquiry officer was appointed. While enquiry is in progress, according to learned counsel for the petitioner, the enquiry officer retired from service on attaining the age of superannuation and no enquiry is conducted till today.

Learned Government Pleader for Social Welfare submits that there was a change of presenting officer and the same delayed in concluding the disciplinary proceedings.
However, learned Government Pleader is unable to state as to why enquiry could not be taken up by the enquiry officer though sufficient time was granted.

Having regard to the said submissions, without entering into the merits of the case, the Writ Petition is disposed of directing the respondents to conclude the disciplinary proceedings against the petitioner as expeditiously as possible, at any rate within three months from the date of receipt of a copy of the order, since the charge relates to the year 2015 and for no fault of the petitioner, it was kept pending so long. Pending Miscellaneous Petitions, if any, shall stand closed.
