HON'BLE SRI JUSTICE P. NAVEEN RAO WRIT PETITION NO. 13389 OF 2017 ORDER:

The petitioner was appointed as Hospital Attendant on outsourcing basis in the year 2008 in the office of the Assistant Director (AH), ADDL, Warangal and is working as such till date. The petitioner belongs to Scheduled Caste Community and he passed SSC in the year 1986 and got his name enrolled in the Employment Exchange and he is fully eligible and qualified to be appointed as Hospital Attendant and Office Subordinate. As the Government issued orders in G.O.Ms.No. 269 and 270 General Administration (Services-A) Department, dated 9.8.2016 and fixed time limit up to 30.6.2016 for filling up of backlog vacancies meant for SC and ST Candidates, several associations including 'Lambada Hakkula Porata Samithi' requested respondents by way of representation to fill up the backlog vacancies before 30.6.2017. Therefore, the 2nd respondent directed the 4th respondent to take necessary action vide memo dated 22.12.2016 but no action is taken in that regard. Hence, the present Writ Petition.

Petitioner claim on granting appointment against backlog vacancies meant to SC category taking note of the fact that he has been working as Office Subordinate since the year 2008 is yet to be acted upon.

In view of the same, without expressing any opinion on merits Writ Petition is disposed of directing the Director of Animal Husbandry, Second respondent to examine the claim and take a decision and communicate the decision to petitioner by a reasoned order, as expeditiously as possible, preferably within six (6) weeks from the date of receipt of a copy of this order. There shall be no order as to costs. Miscellaneous Petitions, pending if any, shall stand closed.
