Sri Y. Ramatirtha, learned counsel for the petitioner, filed a letter dated 24.10.2017 into the Registry seeking permission of the Court to withdraw the Writ Petition with liberty to the petitioner to avail appropriate remedies as available in law. Permission is accorded.

The Writ Petition is accordingly dismissed as withdrawn with the liberty as sought for by the petitioner. There shall be no order as to costs.
