O R D E R
Petitioner is working as Senior Assistant and is seeking promotion to the post of Administrative Officer. Alleging that on the ground of pendency of disciplinary proceedings initiated vide charge memo dated 21.05.2014, he is not considered for promotion, this writ petition is filed. When the matter is taken up, learned Assistant Government Pleader for Services - III (Telangana), on instructions, submit that Inquiry Officer submitted his report holding the charges leveled against the petitioner as proved and he was served with show cause notice dated 30.08.2017. According to the learned counsel for the petitioner, petitioner submitted his explanation on 20.10.2017, but so far, proceedings are not finalized.
As briefly noted above, inquiry was concluded and the petitioner was issued with show cause notice and he is stated to have submitted explanation on 20.10.2017. In these circumstances, there is no justification on the part of the respondents in not taking further steps, even after lapse of about eleven months. However, in view of these developments, direction to grant promotion cannot be granted. In view of the same, respondents are directed to finalize the disciplinary proceedings by following due procedure, as expeditiously as possible, preferably within a period of two months from the date of receipt of a copy of this order.
With the above direction, writ petition is disposed of.
Interlocutory applications pending, if any, shall stand closed. No costs.
