The learned counsel for the petitioner submits that due to passage of time, the writ petition has become infructuous.

Hence, the writ petition is dismissed as infructuous. However, the petitioner is given liberty to file fresh writ petition as and when fresh cause of action arises. There shall be no order as to costs. Miscellaneous Petitions, if any, pending in this writ petition shall stand closed.
