RESPONDENTS Petition under Article 226 of lhe Constitution of lndia praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an order, direction or Writ more particularly one in the nature of Writ of Mandamus or any other appropriate writ a) to declare the action of the Respondent University, in not evaluating the Financial Bid as submitted by the Petitioner, pertaining to the Tender inviting bids under 1D.No.548405, vide notification dated 30.09.2024, to engage a professional security services provider to handle security arrangements across the Respondent University campus as being illegal arbitrary and in violation of Article 1a, 1 9(1 Xg) of the Constitution of lndia.

b)consequently to direct the Respondent University no consider the financial bid of the petitioner for the Tender vide lD NO.548405, vide notification dated 30.09.2024 on pat with the similarly situated bidders and, c)Declare, that the Petitioner herein is full. eligible for consideration and grant of the Tender vide lD No.548405. vide notification dated.

Heard Sri G.S.Prasen, learned counsel for the petitioner, Sri D.Ramakrishna, learned standing counsel appearing for respondentsUniversity.

2. The petitioner would submit that respondents-University is showing inaction in evaluating the Financial Bid submitted by it f pertaining to Tender inviting bids with ID.No.548405, vide notification dated 30.09.2024 to engage a professional security services provider to handle security arrangements across the respondents - University campus.

3. Whereas, Sri D.Ramakrishna, learned Standing Counsel appearing for respondents-University produced minutes of meeting 09.11.2024 wherein it is stated that the financial bid of the petitioner was considered and rej ected by specifically mentioning reasons. Z"d respondent will communicate a copy of the said order to the petitioner. He has also produced copy of the said minutes of meeting and also letter dated 20121.11.2024 to show that the subject contract was allotted to M/s Adithya Enterprises Ll. The same are placed on record.

In the light of. the above submissions, this writ petition is disposed of directing 2nd respondent to communicate a copy of the rejection order to the petitioner by specifically mentioning the reasons within one week tiom today. On receipt of the same, liberty is granted to the petitioner to challenge the same by making N'I/s Adithya Enterprises, as a party to the said writ petition Consequently, miscellaneous petitions, if any, pending in this writ petition, shall stand closed.
