Learned counsel appearing for the petitioner filed a letter dated 30.10.2018, in the registry, seeking permission of this Court to withdraw the writ petition with liberty to file fresh writ petition.

Permission is accorded.

Accordingly, the writ petition is dismissed as withdrawn. Interim Order granted earlier by this Court stands vacated. No order as to costs. In view of reasons mentioned, liberty is granted to file fresh Writ Petition.
