The petitioner claims that his grand mother viz., Late Smt.T.Padmavathi was granted settlement patta by the Settlement Officer, Nellore, vide S.R.No.17/11(a)/81/CTR, dated 25-01-1982. Thereafter, the said patta was confirmed by the orders of the 2nd respondent, dated 28-032001. With regard to said grant of patta, it is stated that the 3rd respondent filed a revision before the Director of Settlement, Nellore, and the same was allowed on 08-06-1999. Aggrieved thereby, the petitioner preferred an appeal before the 2nd respondent and the same was allowed on 28-03-2001. Thereafter, the 3rd respondent filed a review petition before the 2nd respondent and the same dismissed on 10-05-2010.

Since then, the petitioner is seeking implementation of the patta in the revenue records and he also produced Death Certificate of his grand mother and also the Will said to have been executed by Late Smt.T.Padmavathi recommending the petitioner as her legal heir. The petitioner made various representations including latest representation, dated 09-07-2015 to the 5th respondent seeking implementation of the patta in the revenue records. The present writ petition is filed alleging inaction on the part of respondents 4 and 5 in implementing the orders as referred to above. Though the matter was adjourned to enable the learned Government Pleader to get instructions, no instructions are forthcoming.
