The petitioners' application dated 20.01.2014, for mutation of their land addressed to the 2nd respondent - Tahsildar was examined and endorsement No.B/RTI/16/2014, dated 13.02.2014 was issued to them giving reasons why the mutation for entire land can be granted. The petitioners have never questioned the said order in appropriate proceedings under A.P. Record of Rights in Land and Pattadar Passbooks Act, 1971. However, they have proceeded to make several representations to higher authorities including the District Collector. Complaining the inaction of the respondents, the present writ petition is filed.

In my view, if the petitioners are aggrieved by the said endorsement, they have to take appropriate steps in accordance with the provisions of the Act and mere representations to higher authorities cannot be looked into as long as the said endorsement of the 2nd respondent-Tahsildar remains unchallenged. Therefore, the writ petition is dismissed with liberty to the petitioners to take appropriate steps in accordance with law. There shall be no order as to costs.
