The grievance of the petitioners herein, 15 in number, was that the respondent authorities were not protecting their fundamental rights under Articles 14, 19(1)(d) and 21 of the Constitution. Consequential directions were sought by them to the respondent authorities to arrange a permanent police picket for safeguarding their lives and liberty in Kottekal Village of Yemmiganur Mandal, Kurnool District; to provide them household supply cards, aadhar cards, pattadar passbooks and title deeds in relation to their lands; to enroll them and their family members as beneficiaries of various schemes and finally, to enroll them and their family as voters.

Relying on the written instructions dated 07.07.2015 received from the Station House Officer, Yemmiganur Rural Police Station, Kurnool District, the learned Assistant Government Pleader for Home informed this Court that all the petitioners were living at Kottekal Village and that the village was classified under Category-IV vis-à-vis trouble perception and a close watch was being kept.

In the light of the afore-stated instructions, it is clear that the police authorities are taking appropriate measures in accordance with law for providing protection to the villagers of Kottekal Village, including the petitioners.

Insofar as the other prayers of the petitioners are concerned, the Tahsildar, Yemmiganur, filed a counter-affidavit stating that pattadar passbooks and title deeds were provided to six out of the fifteen petitioners in relation to their lands in Kottekal Village under the provisions of the A.P. Rights in Land and Pattadar Pass Books Act, 1971.

The Tahsildar further stated that petitioners 9 and 15 did not have any lands in the said village.

The counter of the Tahsildar, Yemmiganur, was filed in December 2011 and taking note of the fact that the petitioners were not residing in the village at that point of time, the Tahsildar stated that it was not possible to register their names for availing the benefits of any schemes. He further stated that the petitioners had not applied for issuance of ration cards.

As the petitioners are now stated to be residing at Kottekal Village, it is for them to apply to the authorities concerned for the other reliefs claimed in this writ petition.

Granting liberty to them to do so, the writ petition is closed. Pending miscellaneous petitions, if any, shall also stand closed. No order as to costs.
