The present writ petition came to be filed seeking issuance of a writ of mandamus, declaring the inaction on the part of the 3rd respondent in not passing orders on the representation of the petitioner dated 20.06.2018 for rectifying the mistakes in the entries made in the E-Passbook, as illegal, arbitrary and unconstitutional, and for a consequential direction to the 3rd respondent to mutate the petitioner's name in the online web land revenue records, by duly following the procedure contemplated under Section 5(6) of the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971.

The averments in the affidavit filed in support of the petition would show that the petitioner made a representation on 20.06.2018 to the 3rd respondent, on the ground that, in respect of his land, admeasuring Ac.2.55 cents, situated in Sivarampuram Village, Nandigam Mandal, Srikakulam district, the survey number has been wrongly mentioned in the E-Pattadar Pass Book as Survey No.136/ 2 instead of Survey No.136/ 1. The grievance of the petitioner
is that no orders have been passed by the 3rd respondent on the said representation till date.

The learned Government Pleader for Revenue, on written instructions, would submit that neither the name of the petitioner nor the names of his ancestors find place in the Webland data from the time of computerization of Adangals till 22.02.2018 either in Survey No.136-1 or Survey No.136-2 of Sivarampuram Village. It is stated that the petitioner got his name entered into the Webland fraudulently, with an intention to grab valuable property of the government. It is further stated that a report is being submitted to the District Collector, Srikakulam to cause an enquiry with regard to the fraudulent entries made in the webland without having proper documents or revenue records in support of the entries made in webland, and to get the entries in the webland corrected by the appellate authority under the provisions of the R.O.R.Act.

Having regard to the above, it is urged that the petitioner has no right over the land in question, since the said land is government irrigation tank, classified as " Musagala Cheruvu" and having ayacut area of Ac.3.20 cents. 5.
Without going into the merits of the case, and having regard to the request made by the petitioner to dispose of his representation, the present writ petition is disposed of with
consent, at the admission stage, directing the concerned Tahsildar to deal with the representation made by the petitioner dated 20.06.2018 and pass appropriate orders in accordance with law, after hearing all concerned, including the petitioner herein, as early as possible, preferably, within a period of eight to thirteen weeks from the date of receipt of the order. There shall be no order as to costs. 6.
Consequently, miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
