This Writ Petition is filed for a Mandamus to declare the action of respondent No.3 in granting permission to open new Mee-Seva/Citizen Services Center etc., at Elchur Village, Santhamaguluru Mandal, Prakasham District, contrary to G.O.Ms.No.45, dated 09-10-2012, read with the guidelines in Memo No.13/PD EGOV/2013, dated 01.01.2014, and G.O.Ms.No.10, dated 18-10-2011, issued by respondent No.1, as arbitrary and illegal. The petitioner sought for a consequential direction to respondent No.3 not to grant such permission.

The petitioner himself has filed an unauthenticated list of newly allotted Mee-Seva Centers at various places including Elchur, which was allotted in favour of one B.Venkata Reddy. In spite of this material, the petitioner has failed to implead the said B.Venkata Reddy, who is not only proper but also necessary party, in this Writ Petition.

Therefore, the Writ Petition is dismissed for non-joinder of a necessary party.

As a sequel to dismissal of the Writ Petition, WPMP.No.52338 of 2015, filed by the petitioner for interim relief, is disposed of as infructuous. ______________________ (C.V.Nagarjuna Reddy, J) Dt: 15th December, 2015 lur
