justification or reasonable cause even though the applicant is continuing in Nalgonda District and as such the impugned action of the respondents in not considering the claim of the applicant for promotion on par with other persons as illegal, arbitrary, unjust and subversive of Article 14, 16 and 21 of the Constitution of lndia.
