Prof Chunchu Subrahmanyam v. The Chancellor
THE HON'BLE SRI JUSTICE A.RAMALINGESWARA RAO WRIT PETITION NO.8755 OF 2011 ORDER:
This Writ Petition is filed for the following relief:- "...to issue a writ or order or directions particularly in the nature of Writ of Mandamus calling for the records pertaining to the paper notification dated nill issued by the 2nd Respondent as well as Regulations No. 7.3.0 & 7.4.0 of University Grants Commission (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measurers for the Maintenance of Standards in Higher Education) Regulations, 2010 (in short, 'Regulations 2010) vide No.F.31/2009, dt.30.06.2010 of the 4th respondent and declare the appointment of the Vice Chancellor of the A.P. State Universities, under the guise of the said Regulations No. 7.3.0 & 7.4.
0 which has no force as well as the action of the respondents in proceeding with the appointment of Vice Chancellors of the A.P. State Universities as per the paper notification by constituting the search committee for the said purpose, as illegal, arbitrary, contrary to law, ultra vires and non-est in the eyes of law, as well as violative of Articles 14, 16 & 21 of the Constitution of India, in the interest of justice..." In view of expiry of the term of the Vice Chancellor, nothing survives for adjudication in this Writ Petition. Accordingly, the Writ Petition is dismissed as infructuous. There shall be no order as to costs. Miscellaneous petitions, if any, pending shall stand dismissed.
