ORDER (Per Hon'ble Sri Justice V. Ramasubramanian) The petitioners, who are directly recruited to Group-I services of the State have come up with the present writ petition seeking Mandamus to direct the respondents not to effect further promotions without preparing inter se seniority list between direct recruitees and promotees. 2.

Heard Mr. P.V. Krishnaiah, learned counsel for the petitioners. Learned Government Pleader for Telangana as well as learned Government Pleader for Andhra Pradesh take notice for the respondents.

In an order passed by us in W.P.No.30601 of 2016 dated 16.11.2016 we have given a time limit of three months for both the States to finalize the seniority list of direct recruitees and promotees in the cadre. But in the meantime, promotions have been ordered. However, these promotions are only ad hoc. They are to be subjected to review once the inter se seniority lists are prepared. Therefore, the writ petition is disposed of directing the respondents to act as per the order dated 17.11.2016, prepare the final seniority list within the time schedule indicated therein and

review the orders of promotion now made on ad hoc basis. The persons, who have been granted promotions, shall be intimated that the promotions now granted to them are only ad hoc and that they will be subjected to finalization of the seniority list.
