The applications filed by petitioners for grant of Occupancy Rights Certificates, are admittedly after several decades from the date on which the Rules have come into operation.

The petitioners pray to issue mandamus for disposal of the applications filed by petitioners after several decades and this court after taking note of abnormal delay in filing the applications for grant of Occupancy Rights Certificates, prima-facie satisfied that no case is made out for exercising discretion of this court to consider the inaction of respondents, much less to issue a direction as prayed for. Further relevant and hand written portion from the order dated 28.06.2017 in WP No.20920 of 2017, the writ petition is dismissed. No order as to costs. Pending miscellaneous petitions if any in this writ petition shall stand dismissed in consequence.
