Heard.
The petitioner seeking consideration of his representation for political/jagir pension had approached this Court in W.P.No.15181 of 2004 and the said writ petition was disposed of on 14-11-2006 directing the respondents to consider his representation. Thereafter, the Government called for reports and ultimately, after considering the report of the Chief Commissioner of Land Administration, the Government has examined the request of the petitioner and rejected the same giving reasons in para '3' of the impugned order, dated 28-08-2012, which reads as under:- "Government have examined the issue in the light of the report of the Chief Commissioner of Land Administration and observed that the political pension was sanctioned to late Y.Mallu Dora out of grace or compassion and hence the applicant has no right to claim the political pension as a successor to late Y.Mulla Dora.
Therefore, Government hereby reject the request of the applicant for sanction of Political/Jagir pension."
The said order was passed as early as on 28-08-2012 and the same was not questioned for the last four years and the same is being questioned now merely on the ground that the Joint Collector has recommended for sanction of pension.
I do not see any ground on merits and apart from that the delay of four years is not explained by giving any reasons muchless any satisfactory explanation for the delay.
