The petitioner is a native of Utkuru Village of Shaligouraram Mandal, Nalgonda District. He claims to be an agriculturist and eligible to be considered for being extended the benefit of the scheme for induction of Milch Animals Distribution Scheme in the State of Telangana. 3.

Reading the affidavit of the petitioner in the light of the submissions on behalf of the Government as well as the third respondent, Telangana State Dairy Development Co-operative Federation Limited, and also taking into consideration the counter affidavit placed on record by the Government, we see that the petitioner does not dispute the policy of the Government. The evolved policy appears to be one to support the animal husbandry sector as well as milk producing sector. We, therefore, proceeded to look into the modality of operation which the Government proposed. This is disclosed through G.O.Rt.Nos.60 and 64 dated 17.07.2018 and 21.07.2018 respectively. The contents thereof have been explained further in the counter affidavit filed by the State Government.

We do not see that there is any ground for the petitioner to make a case of arbitrariness or other illegality merely on account of the fact that the beneficiaries of the scheme would be identified through the Telangana State Dairy Development Cooperative Federation Limited, which is also called the Vijaya Dairy. Therefore, if the Government operates the scheme by having it implemented through the third respondent, it will secure the ends of justice. Hence, we do not find it necessary to issue any direction as sought for by the petitioner. The Writ Petition, therefore, fails.

In the result, the Writ Petition is dismissed. The miscellaneous petitions pending in this Writ Petition, if any, shall stand closed.
