Heard learned counsel for the petitioner and learned Government Pleader for Higher Education.

Petitioner alleges that he was working as Lecturer in the 4th respondent - College from 04.05.1989. However, by order dated 17.10.2002, the services of petitioner were regularized as Lecturer from 11.02.1996. According to petitioner, though aided vacancy was available as on 04.05.1989 and from which date he was working, regularization was granted to him only from 11.02.1996 depriving seven years of service to him. Petitioner has been ventilating his grievance, but there is no response. The Management also favourably recommended to grant the relief as sought for by the petitioner.

In response to the recommendation/proposal made by the Management, the Regional Joint Director of the Collegiate & Higher Education, the 3rd respondent, vide his letter dated 22.05.2018 addressed to the Special Commissioner of Collegiate Education, Andhra Pradesh, requested for consideration of the request of the petitioner for grant of regularization retrospectively as is extended to others. 3.

Having regard to the said recommendation, learned counsel for the petitioner submits that petitioner is satisfied if the Special Commissioner of Collegiate Education takes a decision on the proposal submitted by the Regional Joint Director within a fixed time frame.

In view of the same, without expressing any opinion on the merits of the case, the Writ Petition is disposed of directing the Special Commissioner of Collegiate Education, Andhra Pradesh, to examine the proposal submitted by the Regional Joint Director vide his letter dated 22.05.2018 regarding grant of regularization in aided post retrospectively from 04.05.1989 and pass appropriate orders within four weeks from the date of receipt of a copy of the order.
