It is the case of the petitioner that he completed his intermediate in the year 2002 and later on completed the Diploma in Pharmacy. When the erstwhile Government of Andhra Pradesh issued orders in G.O.Ms.No.4, dated 05.01.2009, handing over two Primary Health Centres, namely PHC, Gadiguda Village of Narnoor Mandal, and PHC, Lingapur Village of Sirpur-U Mandal of Adilabad District, to the NGO, Karuna Trust, Bengaluru, for a period of three years, the petitioner was appointed as Pharmacist of the NGO. He worked as such from June 2009 to 31.05.2013. When he came to know that there are vacancies in the third respondent Institute - Rajiv Gandhi Institute of Medical Sciences, he submitted an application to the second respondent on 02.02.

2015 to consider his case in one of the existing vacancies and the second respondent made an endorsement on his application for further action by the third respondent. When the third respondent appointed one Sri Ravinder instead of considering the application of the petitioner, he filed a Pre Litigation Case before the District Legal Services Authority, Adilabad, and it was numbered as PLC No.1001 of 2015. In the said case the third respondent filed a counter affidavit stating that Sri Ravinder was appointed as Pharmacist on outsourcing basis and the application of the petitioner was endorsed by the second respondent. However, the said case was closed with an observation that the petitioner can avail appropriate remedies in accordance with law.

The present Writ Petition is filed seeking a direction to the third respondent to provide employment to the petitioner as Pharmacist. In view of the above facts, in the absence of any right in favour of the petitioner, this Court cannot entertain the present Writ Petition and cannot issue a direction, as sought, to the third respondent.

the third respondent or any other agency notifies the same. The Writ Petition is, accordingly, dismissed. The miscellaneous petitions pending, if any, shall stand closed. There shall be no order as to costs.
