2. Petitioner, who is admittedly a purchaser from an assignee, claims that he is also entitled to the assignment on the ground that on the date of purchase he is qualified as a landless poor. However, by the order of the Mandal Revenue Officer cancelled the assignment of the assignee and that was confirmed by the Sub-Collector, Mandanapalli under order, dated 22.08.2014. Against the said appellate order, revision is stated to be pending before respondent No.3 since 16.11.2014. The grievance of the petitioner in this writ petition is that the appellate authority, which passed the order is now promoted and holding the post of Joint Collector, i.e., Revisional Authority, and, as such, he cannot sit in revision over his own order, referred to above. Petitioner further states that from 16.11.2014 neither the interim application nor the revision petition is being heard by any other officer.
3. Keeping in view the fact that petitioner's revision is pending from 16.11.2014, I deem it appropriate to direct the District Collector, Chittoor to entertain the said revision and pass appropriate orders thereon expeditiously, in view of the fact that this revision is directed against the order passed by the present Joint Collector, when he was the Sub-Collector, Madanapalli. Copy of this order shall, therefore, be marked to the Collector, Chittoor, who shall issue notice and take up the revision petition for hearing and disposal expeditiously preferably within four weeks from today.
With the above direction, writ petition is disposed of. As a sequel, the miscellaneous applications, if any, shall stand closed. There shall be no order as to costs.
